Eligible Applicants
The following entities are eligible to apply for CIHTF funding:
- Nonprofit Organizations
- Government Entities (Cities and Counties)
- For-Profit Entities (Certain limitations may apply)
Project Requirements and Funding Priorities
Qualified projects are selected by the CIHTF Board, with priority given to projects that are ready to proceed.
Additional requirements and considerations include:
- All funding and local match must support housing projects benefiting households at or below 80% of the Area Median Income (AMI).
- A 27.8% local match is required for all projects. Local match funds must be provided to CIHTF prior to executing a funding agreement and will be drawn down proportionally with grant funds as the project progresses.
- Applicants are responsible for completing all household income verification requirements.
- Project funding is provided on a reimbursement basis and is based on actual costs incurred.
- Additional consideration is given to projects serving vulnerable and special-needs populations, including but not limited to: homeless individuals and families, persons with disabilities, survivors of domestic violence, or those in transitional housing.
- Funding is available in the form of grants, loans, and forgivable loans.
- A resolution or other documentation approving the application submittal must be included with the application.
- A minimum of 30% of Iowa Finance Authority (IFA) funds must assist households at or below 30% of AMI (Extremely Low-Income Populations). Projects benefiting a higher proportion of these populations may receive higher priority.
